With the full support of the Agency of Corrections, Ministry of Justice, Chiayi Prison was officially designated on March 31, 2011, as a specialized institution for the treatment of inmates convicted of sexual offenses. In accordance with the "Regulations on Counseling and Treatment for Offenders Convicted of Sexual Autonomy Offenses and Obscene Acts," the prison has implemented a comprehensive and professional treatment program. In response to legal amendments, the treatment plans are continuously updated and refined to reduce recidivism and the risk of sexual violence, upholding the mission of protecting public safety and safeguarding women and children.
To further enhance the professional capacity and practical skills of treatment personnel, Chiayi Prison partnered with the Chiayi City Association of Clinical Psychologists and the Chiayi City Association of Counseling Psychologists to organize a professional training seminar. The event was held on Thursday, July 31, 2025, in the auditorium of the prison’s administration building. These co-organizers play a critical role in promoting mental health among residents of Chiayi City and County, particularly in the field of treating sexual offense cases. Both clinical and counseling psychologists have provided vital professional interventions, contributing significantly to the psychological rehabilitation of inmates.
The seminar featured Assistant Professor and Attorney Chang, Chieh-An from the Department of Psychology at Asia University, who offered expert knowledge and hands-on techniques to the attendees. Her presentation focused on topics including criminal procedures related to sexual offenses and psychotherapeutic approaches, detailing how to conduct effective risk assessments and develop individualized treatment plans. The course skillfully integrated theory and practice, offering practical strategies and insights to help therapists better understand and manage complex family dynamics.
The primary goal of this seminar was to strengthen the professional competencies of correctional and treatment personnel and encourage the application of newly acquired knowledge in frontline practice. The event served as an excellent platform for participants to exchange ideas, share experiences, and collectively elevate the quality of treatment services.
Therapist Lin, one of the participants, shared his thoughts on the seminar:
"This training not only deepened my professional knowledge but also gave me a better understanding of treatment techniques. It helped me explore various intervention approaches in working with sexual offense cases. It was a truly valuable and fulfilling learning experience."
The seminar also highlighted the importance of continuous professional development to ensure that treatment personnel stay updated with evolving knowledge and techniques, thereby meeting the challenges and demands of their roles. Through initiatives like this, Chiayi Prison strives to cultivate a more professional and empathetic treatment environment. We firmly believe that such specialized training, combined with humane care, not only facilitates positive behavioral changes in inmates but also contributes to a safer and more harmonious society.
