Restorative Justice: Theory and Practice – Strengthening a Human-Centered Judicial Perspective among Agency Personnel

To enhance the overall understanding of restorative justice principles among all personnel, Chiayi Prison, Agency of Corrections, Ministry of Justice, specially invited Attorney Liu Kun-Ming from Kun-Dian Law Firm to deliver a thematic lecture titled "Restorative Justice: Theory and Practice" on April 24, 2025. Attorney Liu shared his extensive experience and insights gained from years of promoting restorative justice in practice, presenting the concepts in a clear and accessible manner to guide staff in understanding the values and implementation strategies of restorative justice.
The course focused on the core values of restorative justice, including "dialogue," "understanding," and "relationship restoration." Through the analysis of real-life cases, Attorney Liu led personnel to reinterpret the objectives and significance of their work from multiple perspectives, deepening their comprehension of the philosophy and practical applications of flexible, human-centered justice. This broader vision is expected to assist participants in applying such approaches in future practices.
Chiayi Prison is dedicated to promoting the professionalization and diversification of correctional treatment. In his opening remarks, Deputy Warden Chung Chih-Hung noted that although restorative justice is primarily applied in civil mediation, deferred prosecution during investigation stages, or probation during trial stages, there is still potential for applying its spirit in resolving disputes among inmates within the institution. To enhance the professional sensitivity of personnel, the prison will continue to organize related educational and training programs, constantly acquiring new knowledge to meet the increasingly diverse challenges of society.
